We need IE xi to be the default browser because there is an intranet web app that won't display properly if users open it in Chrome, Firefox or Edge. Nigh users need this app, but some don't so nosotros want the users who never use that app to be able to change their default and not have information technology forced back to IE.
I haven't seen any way to strength this site to open up but in IE 11. I remember in that location are means to redirect sites opened in Border to IE, simply that won't assist Chrome users.

You could use a security grouping or other filtering/targeting method to utilise the default browser GPO merely to the users for whom y'all want the default set to IE 11. That style, only a select group is able to change it. I think I would use a grouping to gear up a Deny Apply Policy permission for the users who don't need to have the default forced to IE 11. That way information technology applies to everyone yous oasis't intentionally excluded.

I would use JRP78's method. I have a similar case where an intranet app only functions in IE. I pushed out a shortcut like this instead, because we permit our users to pick whatever browser they want to use every bit their default.

I'm non a GPO guru, merely this may do the trick -
Utilise Grouping Policy Preferences. Inside the GPPref for Internet Explorer (User Configuration - Preferences - Control Panel Settings - Internet Settings - New - Net Explorer 10. This is really x+).
Select the "Common" tab and cheque "Apply once and practise not reapply."

I would suggest using SetUserFTA.exe(1703 and above) in a run in one case logon script to change the default browser. It basically acts as if the user manually configured the file association via the GUI.

If you are on 1607 and higher up, the same guy that adult SetUserFTA.exe besides created SetDefaultBrowser.exe.
You can easily change the default browser to IE by using the following command:
