We need IE xi to be the default browser because there is an intranet web app that won't display properly if users open it in Chrome, Firefox or Edge. You could use a security grouping or other filtering/targeting method to utilise the default browser GPO merely to the users for whom y'all want the default set to IE 11. I would use JRP78's method. I have a similar case where an intranet app only functions in IE. I pushed out a shortcut like this instead, because we permit our users to pick whatever browser they want to use every bit their default.

I would suggest using SetUserFTA.exe(1703 and above) in a run in one case logon script to change the default browser. It basically acts as if the user manually configured the file association via the GUI.

If you are on 1607 and higher up, the same guy that adult SetUserFTA.exe besides created SetDefaultBrowser.exe.
You can easily change the default browser to IE by using the following command:
